I actually never really thought Fallon wasn't funny--in fact, one of the great things about comedy is that we can laugh at it while perhaps having issues with it. We can also choose how we are laughing at it, to a certain extent. I like your distinction between being funny and exhibiting funny. Perhaps this is how we should choose to laugh at Fallon--as the person who shows us new funny things, and who does not simply exhibit a funny thing (and one and the same skit might have elements of both qualities).
